I'm leaning more into making sure that the necessary link flags make it into the .pc file and that those get pulled in automatically by the application build. These are already included in the testsuite build via a special ldflags callout for COVERAGE_LINKER_FLAGS and since they are necessary for a build to succeed they should also be in the pkgconfig and the Makefile.inc.
