We should only export ABI related flags. We should not allow any flags that effect an built code.

The previous build system for RTEMS exported the complete set of flags RTEMS was built with including warnings. This is the reason `rtems_waf` stripped the flags.

I have not looked at coverage and what it requires so I am not sure how this can be resolved.
