RTEMS | Add prio command to shell (#5732)

## Summary

Provide a command called `prio` that no arguments and iterates of all threads printing the:

* Id
* Name
* Scheduler label
* Classic API priority
* POSIX API priority
* Classic API lowest and highest priority
* POSXI API lowest and highest priority

The commands is to provide the a simple way to see and review all priorities.
