RTEMS | bsps/riscv: Checked conditions for FDT pointer (!1057)

I'm not sure we want to do all these checks every time this function gets called. Really only the first time or during early boot should we need to validate the FDT. after that, we should be able to continue to rely on using it, unless it somehow gets modified.
