I can confirm this MR fixes the build failure on macOS (Apple Silicon).

**Verification Steps:**

1. Fetched this branch (`move-timespecget-to-librtemscpu`).
2. Configured with `BUILD_TESTS = True`.
3. Verified that `testsuites/psxtests/psxtimes01.exe` (which previously failed to link) now compiles successfully.
