I have successfully implemented and tested the import script.

I set up a sandbox repository and uploaded the defects from the Outstanding Issues.csv file using the GitLab API.

Key Features:

* Idempotency: The script checks if a CID already exists in the issue tracker before uploading, preventing duplicates if the script is run multiple times.
* Formatting: Issues are formatted with the function name, file path, and impact details.

I am ready to submit the script or run it on the main repository whenever the maintainers approve.
