GitLab | Verify that issues referenced by the MR are actually referenced in commits as well (#119)

This would likely be just a warning flag, but should be resolved more often than not. It's come up a few times where a MR references an issue, but the commits in the MR don't actually reference the issue. The lack of this reference in the commit makes it harder to trace a change from commit to issue to MR.
