Yes, I'm working on getting the tool finished but there are good reasons we don't want files littered all over the place for CI, testing and the local user experience.  Code moves around and formatting usually needs to follow it.

Also, using`format.toml` we can  have single files that have different formatting and not per-directory and do inclusion and exclusion.  It's fine for the formatting to get in for %7.1 but there's no way I'm going to get the tools done for then that can come later  not with everything else that's been going on.
