## Summary

[powerpc] cpukit/score/.../cpu.h: Add _CPU_Spin_wait to powerpc

Added _CPU_Spin_wait() assembly function to powerpc architecture
and updated smpspinwait01.yaml to build test for powerpc

Closes rtems/rtos/rtems#5646
