The requested test has been added to !1363 as `testsuites/libtests/dl14`.

It exhausts the malloc heap with `rtems_heap_greedy_allocate()`, exercises the `rtems_rap_app_alloc()` failure path through `rtems_rap_load()`, and verifies that the reported error is `ENOMEM`.
