Ok, thanks. Joel said that the RSB build date should be updated. Should I do this with this MR?

I updated these GCC files:
```
config/tools/rtems-gcc-head-newlib-head.cfg:%define newlib_version 7d4336cf
config/tools/rtems-gcc-15.2-newlib-head.cfg:%define newlib_version 7d4336cf
config/tools/rtems-gcc-14.2-newlib-head.cfg:%define newlib_version 7d4336cf
config/tools/rtems-gcc-12-newlib-head.cfg:%define newlib_version 7d4336cf
```
The rtems-xilinx-gcc-12-newlib-head.cfg seems to use a different Newlib commit.

The rtems-gcc-12-newlib-head.cfg seems to lack the build date.
