This is the first time we have had to work through the details on how to handle this so I hope you are OK in help me sort it out?

If this newlib change requires `rtems.git` is built with this change include the build key change in this MR and even the same commit. The MR in `rtems.git` should update the build key there and that MR made to depend on this one.
