testsuites/sptests: Add spclock_err03 for post-2100 validation

Add spclock_err03 to provide coverage for dates beyond 2100 without increasing runtime. The test verifies century and leap-year rules via RTEMS clock APIs and gmtime()/mktime() for representative future years.
