Yeah, this is definitely a packaging bug with the RPMs. I've submitted a bug report on it to the Fedora Bug Tracker so hopefully we will get some action there. I do agree that in the meantime it might be prudent to add a check for install-info to the script. (In all fairness, I never ran scripts to check the configuration as I was simply replicating what had already worked on my physical RHEL (non-WSL) installation. But looking at it, they DID introduce a breaking change to the RPM)
