Not sure how helpful this is, but I tested to see if this issue comes up on other BSPs with QEMU, and it seems that this issue also pops up frequently on the zynqmp_qemu BSP. I ran the test using: `qemu-system-aarch64 -no-reboot -nographic -serial mon:stdio -M xlnx-zcu102 -m 4096 -kernel smpmrsp01.exe -smp 4` 

When I change `CONFIGURE_MICROSECONDS_PER_TICK` from `1000` to `10000`, I still get the same random assert failures at about the same rate. I'm curious as to what workarounds have been used in the past to stabilize the SMP tests and seeing if any "catch-all" fixes exist.
