RTEMS | bsps/i386: Standardize APIC definitions across x86 BSPs (!1111)

This is a little bit of an odd case if it will only be implemented/shared by the i386 and the x86_64 BSPs. I can't remember if we had similar kinds of sharing in arm and aarch64 there might be a pattern to follow.
