LibBSD | INTRNG: Add support for INTRNG on aarch64 (!133)

I tried to run this on zynqmp_qemu with the net-services telnet example and it segfaulted at freebsd/sys/kern/subr_bus.c:1842 whereas the 7-freebsd-14 branch does not have this issue.
