LibBSD | INTRNG: Add support for INTRNG on aarch64 (!133)

In my case, the crash occurs before even getting to the shell. The ftpd01 test in libbsd also crashes though ftpd02 seems to work. I have not configured anything special for networking and config.inc is unmodified. RTEMS configuration is latest main with posix and smp enabled (no debug).
