Issue created by Joel Sherrill: https://gitlab.rtems.org/rtems/rtos/rtems/-/work_items/5781
## Summary
_CONFIGURE_DISABLE_NEWLIB_REENTRANCY_ assumes that newlib will invoke a function to get a pointer to the reentrancy area. When configured to use Thread Local Storage for the reentrancy data, there is no function to call or override. Newlib is compiled to access the TLS pointer to the information.
Newlib defines __REENT_THREAD_LOCAL_ when compiled to use TLS for reentrancy.
_confdefs.h_ needs to detect when _CONFIGURE_DISABLE_NEWLIB_REENTRANCY_ is defined when newlib is compiled for TLS and give an error.
