Can't import GPG key

I'm following the instructions to setup a new RHEL6.1 system for development.  I'm following the "Yum instructions" on http://wiki.rtems.org/wiki/index.php/APT/Yum_Repository.  I haven't done this from scratch in quite a while.  It fails:
