FPGA drivers

I've got a few questions about where drivers for FPGA systems should go. 
In particular, I was thinking about adding support for Microblaze and 
adding more support for the virtex5/ppc440. Both processors (including 
the new zynq ARM processor) use a set of shareable hardware. These 
hardware peripherals have a software driver that can be shared between 
the different processors.

Should these drivers be placed in libchip/ or a new bsp built for xilinx 
(which would include ppc, microblaze, zynq)?

Please advise.
