timespec wrapper

I have corrected all files following your tips. All names are now lower
case and made inline. I have also tried to write some documentation and
tomorrow I hope to finish it and send it to you for review.

Patch of corrected rtems_timespec wrapper is attached. I hope this is now
done better :)
