(SoC) RTEMS on POK minimal interface specification

Hello,

Thanks for making this document. On the overall, it reflect what we
discussed during the meeting. Please also take into consideration that
as already stated, in POK, the console is available through a
dedicated syscall. Having the console available with a single syscall
make it easier to write debugging messages. I understand it differs
from your implementation strategy but it might be useful to write it
again in the document.

So, it might also be useful to start designing the inter-partition
mechanism (at least one) because it would be used for the sample
application that would be used to validate the mid-term deadline (two
independent partitions that print some debugging info on the console).
