MIPS Malta and MIPS IRQ modifications

The malta branches are ready for review:

They add MIPS conversion to the PIC IRQ model,
the malta bsp, and MIPS support to libbsdport and
network-demos.  The malta support was tested using
qemu and net nic,model=rtl8139.

If there are no comments in a few days, then I will
begin to merge it upstream.
