RFC: ARM GCC changes

Thanks for testing my patches Sebastian.

The RTEMS results look pretty normal unfortunately. Some
of those tests fail normally and others run too long on some
simulators. The toolset change didn't impact that.

I have filed the patches as

and have filed an RTEMS PR to track that.
