If I do this, then I find this in my build tree:

./sparc-rtems4.11/c/sis/cpukit/score/include/rtems/score/cpuopts.h:/* #undef 
__RTEMS_USE_TICKS_FOR_STATISTICS__ */
./sparc-rtems4.11/c/sis/cpukit/config.h:/* #undef 
__RTEMS_USE_TICKS_FOR_STATISTICS__ */

Are you sure that this defines __RTEMS_USE_TICKS_FOR_STATISTICS__ in your case?
