I misread configure.ac. The command should have been:

../rtems/configure --target=sparc-rtems4.11 --enable-rtemsbsp=sis  \
     USE_TICKS_FOR_STATISTICS=1 >c.log 2>&1 && \
     make >b.log 2>&1

With that, I get the failure. I will look into it now that I have 
reproduced it.
