Is there plan for stable 4.10.3 release branching?

There haven't been any discussions about it but it makes sense to do one. We need to work through the release procedure with git and this will be good practice.

Also Chris has RSB support for 4.10 tools so he should also comment to make sure he thinks it is ready.

This will also be a good exercise for the new hosting.
