nios2 fails to link spcache01

Thanks for the hint.

The preferred way is to pick up the .rel from the libcpu directory.

libbsp_a_LIBADD = ../../../libcpu/@RTEMS_CPU@/shared/cache.rel

Long term, we probably need a better solution.
