How much code is dependent on the Xilinx code?

As much as I hate to ask, is it the port or the BSP?
We really need a BSP that runs on a simulator to run tests
on with a port.

There is nothing preventing you two from privately sharing
the code if you both meet the licensing terms. We just can't
merge it.
