Use Ticks for Statistics Broken

Hi

Building with USE_TICKS_FOR_STATISTICS=1 results in a number
of compilation errors. I believe this code is now obsolete
and broken because of the recent time changes.

It looks like a good time to remove this.

Any thoughts?
