SPARC BSPs Fail to Build rtems-libbsd

Hi

It looks the PCI API change has resulted in rtems-libbsd not
building for SPARC. Any ideas? I'd hate to make a release where
SPARC couldn't take advantage of the new stack with just a
driver update.
