In my linker scripts all ram is allocated - 16 K:
https://github.com/embeddedden/rtems-riscv/blob/hifive1/c/src/lib/libbsp/riscv32/hifive1/startup/linkcmds
I use:
CONFIGURE_UNIFIED_WORK_AREAS
