rtems-docs build failure

OK. A bit more detail on a CentOS VM I recently created. I have been having
similar failures on 4 separate CentOS installations created at various
times which actually have different Sphinx versions and likely different
texlive versions:

Texlive on this VM is 2018 and looks like I installed it in late November.

FWIW I repeated this with the waf (2.0.1) in my check out of examples-v2
(2.0.1)
and it failed the same way
