Problem: RSB does no longer install stand-alone sis

I can confirm something is wrong. The install step does copy something
though, I get a tree like this:
/share/rtems/rsb:
sis-2.17-x86_64-linux-gnu-1.txt  sis-2.17-x86_64-linux-gnu-1.xml

I gave --log option to sb-set-builder. I can see the build compiled.

It looks like %clean is running before %copy. That looks suspicious to me.
