What should confdefs.h do if CONFIGURE_INIT is not defined?

Ok, what is now the conclusion? Should I preserve the feature of 
<rtems/confdefs.h> to expose the default values of some configuration 
options? I tend to remove this feature. If an application wants to make 
certain configuration settings globally visible it should to this with 
its own defines.
