Missing Test: simple binary semaphore with timeout?

I would be not surprised if a test is missing.

For the self-contained binary semaphores there are some simple tests here:

testsuites/sptests/spthread01/init.c

The timeout handling is contained in thread queues, so this code is 
covered by a lot of other test cases.
