Introducing the Strong APA Scheduler

Hi,

I am happy to announce the release of the final version of the Strong APA
scheduler.

Improvements over the Pre-Release version

The scheduler has only been tested on 1 test

and I plan on adding more tests and testing this version on them in the
next few days.
