adding fenv support for powerpc

Hello everyone,
I have tried to add fenv support to newlib.
I looked into various implementations like FreeBSD, NetBSD etc for
comparison and all have support only for hard float.
So I added it from FreeBSD.

I wanted help in adding the makefile as well as other changes and files
required to compile the functions, since there was no folder for powerpc in
libm/machine
