[PATCH 1/4] score: Enforce CPU_STACK_ALIGNMENT requirements

Clarify CPU_STACK_ALIGNMENT requirements in no_cpu port.  Add static
assertion to enforce CPU_STACK_ALIGNMENT requirements.
