(1) Not in the source repository

(2) Even if it was, this code does not belong in the score. It looks more
like BSP support code that some drivers need.

If you want it to stay, rename and move it. I am starting a pass to clean
some things in the score that are not really core to the OS proper and are
in the wrong place.
