[GSoC Proposal] Ethernet and SMP support for Raspberry Pi 4B AArch64

Hello everyone,
I've drafted a proposal for GSoC 2023. All your help and review is
appreciated. I'm a bit stuck on ideas for SMP, and I'll be glad to know
further ideas for it. I've added the link to the gsoc 2023 wiki and added
