[RTEMS] Where is "features.h"

There is something fundamentally wrong with your toolset or theway you
are trying to build the source.  

Are you using the GNU tools configures with XXX-rtems with RTEMS
patches?
features.h is in the source and installed if the build instructions are
followed.
