beta3a is available

With this beta comes prebuilt binaries for Linux, Solaris, 
and Cygwin.  

Many of the packages like netdemos were not
modified since beta3 and were not replaced.

We are treating this as a release candidate.  

I have merged the release branch onto the development branch
and begun to merge patches again.  Public snapshots will
begin in the near future.
