Isn't there a description/specification file that has to be 
constructed to make this magic happen?

If so and someone can construct a set, it shouldn't be THAT
difficult to maintain them. <says ignorantly>

And .. doesn't it eliminate some hassle on the user to avoid building
the tools?  It is time-consuming.  Is there a binary packaging
format as well?
