The http://www.rtems.army.mil/ site is ancient. Go to
http://www.oarcorp.com/. The current release of RTEMS is 4.0.0. All the
docs for 4.0.0 are available from that site in HTML, PDF and PostScript.

Release 4.5.0 is almost ready. It is in the last phases of beta testing.

If you want to peek at the candidate docs for 4.5.0, look at
ftp://ftp.oarcorp.com/pub/rtems/snapshots/20000104/docs/rtemsdoc-20000104.tgz. 
I believe they are the most current docs available.

P.S. When 4.5.0 is released, the documentation should be accessible from
the OARCorp home page.
