It isn't and neither is the infrastructure to do -DUSE_INIT_FINI 
automatically.

But at least by making the ifdef, the makefile can be editted and the 
code switched
with ease.

FWIW It is also possible that the BSP configure script detect 
i386-rtemscoff and
handle that specially. :)
