Patch To avoid tcp/ip enabled in last snapshot (25052001)

Hi rtems-users.
In order to build the last snapshot with tcp/ip disabled here a patch
moving the telnetd and pty to libnetworking directory.

This patch is already submitted to Joel.

But while the new snapshot arrives,a solution is here.

In order to set up the last rtems snapshot this patch resolve the little
bugs
in the telnetd environment already discussed.

The psxchroot01 has been fixed.
