test cygwin binutils tarballs replaced

Hi,

It turns out that binutils 2.10 is not really setup for the
Canadian cross build I did and the executables ended up
without a .exe extension.  I put new ones out based upon
binutils 2.11.2.

Feedback still welcomed.  The generation process is new. :)
