list admin changes

Hi,

Just a note to say that I placed a msgsize limit on the rtems-users
list this morning.  Messages must be between 32 and 100,000 bytes in
length.

I also increased the list of MIME types which are blocked.   It should
require posts to be in simple ASCII now.
